Creation of the National Center for music


Frederic Mitterrand signed with the music industry a framework agreement establishing a National Center of Music (CNM). Modeled on the National Cinema Center, this organization will be designed in particular to unite the sector, the creation and musical diversity, and improve access for all to music.

Objectives. Modeled on the National Centre of Cinematography (CNC), the National Music Center (NJC) will bring together a creative industry "historically fragmented," said Frederic Mitterrand. The Minister of Culture and Communication has signed with the music industry a framework agreement on the establishment of the National Center for Music at Midem in Cannes, January 28. The NMC will "defend the common interests" of its various components in France and abroad. It will also return to this new organization to promote the creation and musical diversity, improving access for all musical works, including those less exposed, and the irrigation of territories, thanks to helpers.

Unite the industry. The NJC will integrate the various agencies that currently support the sector through the provision of aid or the provision of resources: the National Centre of the song, pop and jazz (CNV), the Fund for making music (FCM), the Center for information and resources for contemporary music (IRMA), the Export Office, French Music today (MFA), Francophonie Diffusion and the Observatoire de la Cité de la Musique.

Funding. The NJC will be partly financed by a levy on internet service providers that will not increase the tax burden on telecommunications operators. According to the framework agreement signed Jan. 28 by Frederic Mitterrand and representatives of the music industry, this tax would bring in between 70 and 95 million full year. This funding will be proposed to Parliament through the Finance Act 2013. Nevertheless, the government, the minister said, "determined" that the NJC "can begin its work this year and as soon as possible, once adopted the necessary legal provisions". That is why the association prefiguring the NJC will be created in the coming weeks. A credit line of at least 15 million euros is already reserved in the budget of the Ministry of Culture and Communication for the NJC to meet its operating expenses and fulfill its mission since its inception . addition to the proceeds of the tax on Internet access providers, the CNM can count on the tax based on variety shows, currently assigned to the National Center for the song, pop and jazz (CNV), as well as the funds spent by civil society of producers to direct aid to the creation.
